Welcome to the Neighbourhood Planning e-bulletin for September.



Since we have reached our ecenturyf of area designations to develop plans last month, it has been very busy here in the office. Various plans have been coming in at different stages, from designation to referendums. We have a number of new guidance notes to help you when drafting your Neighbourhood Plan document. The September surgeries across Cornwall were a success with 15 groups coming along to discuss the progress of their plans.  

You will also find all the latest information and updates on the Neighbourhood Planning stages including the current consultations below. There is also information on how to sign up for a new Online Mapping Tool for Town and Parish Councils.

For those of you who know Emma Ball, we are pleased to say that she has given birth to a healthy baby girl called Jessica, we wish them both well!

Current Consultations



From the 1st October 2016, local authorities no longer need to publish designation applications and consult people who live, work or carry out business in the area as long as the application is in comformity with the parish boundary as set out in the Neighbourhood Planning Regulations 2012/16 5A (3).


Cornwall Council will continue to consult statutory organisations when designation applications are submitted. A report will be collated providing initial information and guidance from these organisations to support town or parish councils during the early stages of developing their Neighbourhood Plan.


Cornwall Council has approved a designation request from St Day Parish Council for their Neighbourhood area.


Strategic Environmental Assessment Screening (SEA):


The Crantock Neighbourhood Development Plan is currently being screened for SEA.


Pre-Submission Consultation:

Crantock Neighbourhood Development Plan consultation ends on 2nd October 2017.


Pre- Submission Council Officer Consultation:


There are currently no Neighbourhood Plans being consulted on at pre-submission stage.


Plan Proposals Statutory Consultation:


St Mewan Neighbourhood Development Plan has been formally submitted to Cornwall Council and is currently going through a legal compliance check.


St Erth and Liskeard Neighbourhood Plans have been through legal checks and statutory consultation is expected to start in October.


Withiel and Mevagissey Neighbourhood Plans are currently undergoing the statutory consultation and will run until 8th November.




·         Feock Neighbourhood Development Plan Proposal is currently at examination. Barbara Maksymiw has been appointed as the independent examiner.

·         South Hill Parish Neighbourhood Development Plan Proposal is currently at examination. Deborah McCann has been  appointed as the independent examiner.

·         Lanreath Parish Neighbourhood Development Plan Proposal has gone through examination. The examination report is currently being processed.




Gwinear – Gwithian and North Hill Neighbourhood Development Plans were successful at Referendum on 14th September 2017.


Adopted Neighbourhood Plans:

Gwinear – Gwithian and North Hill Neighbourhood Development Plans have been Made by Cornwall Council. The implementation date was 14th June 2017.

There are other templates available to help Neighbourhood Planning Groups when drafting their planning policies and advice and guidance when developing the Neighbourhood Plan.




Update on the Neighbourhood Planning programme post -2018


The Department for Communities and Local Government are expecting to continue the Neighbourhood Planning programme past March 2018. Confirmation of the details of the new programme of support will be revealed in due course.


Closure dates for application forms for the Grants and Technical support under the current programme 2015-2018 are:


·         Technical support final submission 31 March 2018

·         Grants support final submission 31 January 2018. These grants must be spent by 31st March 2018.

Town, Parish & City Council Online Mapping


Cornwall Council is now offering town and parish councils and the city council a free mapping website designed to help with:


•        Emergency plans

•        Neighbourhood plans

•        Devolution

•        Planning

•             Paperless Planning

•        Any other local council business


The useful website mapping gives addresses of facilities ranging from libraries, doctors and schools, to transport infrastructure like bus stops, public rights of way and speed limits. It helps you find out if your area has environmental designations like conservation zones, see important information like flood risks zones, and heritage information like monument sites.


There are a wide range of layers that can be added onto the online map giving you other helpful information; including information about education, environment, housing, heritage and green spaces when you select the appropriate tab. For example, under education you could see where schools are and under environment you could show Areas of Outstanding Natural Beauty in Cornwall.


Other benefits include being able to view aerial photos, linking to Google Street View, measuring areas and distances, as well as getting the OS grid reference for any location in Cornwall.


Soon there will be an option to include local knowledge on the online map which you can then print. For example this would help if you were producing a community emergency plan as you could add localised flooding information and the communitiesf meeting point.


To benefit from the free website mapping Town and Parish Councils must sign up to the Ordnance Survey Public Sector Mapping Agreement at Once youfve signed up to the agreement your council will be sent a user name and password so youfll be able to use the website for up to three years.
